Canada has published its aim to reduce its immigration targets for both permanent and temporary residents as well.


Permanent resident targets :-

The targets for permanent resident admissions were cut today according to the detailed plan published today.

* 2025 – The number has been reduce to 395,000 from the earlier on set goal of 485,000 in 2024 year.

* 2026 – The number 380,000 – a reduce  from the previous target of 500,000 for 2024-2026 years.

* 2027 – it is 365,000 – again lower than the goal set for 2024-2026 year.

By contrast to this general reduction in immigration levels, nonetheless, the government has increased the proportion of economic immigration as well.

Meanwhile, the 2025 targets for economic immigration have been slightly reduced by only 15%, from 272,000 to 232,000. It is anticipated that only 40% of all economic immigrants will be selected from within Canada as well.

The government has come forward with a three-year plan regarding permanent residency levels :-

Notably, it was not the Immigration Minister, but the Prime Minister Trudeau himself who made this announcement, which is usually responsible for such announcements.

Trudeau praised Canadian immigration as having caused our economy to be admired around the world.

Both Trudeau and Miller made comments about Canada’s continuing commitment to aiding immigration.

In addition, the plan of 2024 brings in a number of different levels in relation to temporary residency with real goals and, obviously something that was not focused on in the last plans.

The announcement today is but the latest in a series of updates to Canada’s immigration process so far this year 2024, placing much emphasis on temporary residents, such as those who come into the country on work or study permits, as well.

The Government of Canada plans to see the proportion of temporary residents of Canada’s total population decline from 7% to 5% by 2026.

It is expected that, through initiatives such as Express Entry draws and Provincial Nominee Programs, temporary residents would become permanent residents, and the percentage of temporary residents in Canada’s population would fall from 7% to 5%, the government expects.


2024 Cap on Study Permit :-

In a bid to contain the increasing population of non-Canadian residents on study permits, IRCC announced its first ever cap on international student intake on January 22 this year.

From a temporary two-year policy, it will limit the number of new permits issued to undergraduate and college students to no more than 360,000 study permits in 2024. The revised policy is now a permanent feature of Canada’s international student program and has included study permits for master’s and PhD students.

But in addition to the adjustment, IRCC also updated eligibility to apply for a PGWP at various points this year: In January, the immigration department announced that international students in programs with curriculum licensing agreements would no longer be eligible to apply for a PGWP as of this September.


Temporary Foreign Worker Program 

The Temporary Foreign Worker Program of Canada has faced scrutiny for changes over the last year.

Prime Minister Trudeau recently scolded Canadian businesses for exploiting the low-cost labour. In his statement today, he signaled the requirement for reform. The government since early this year, stopped processing LMIAs for the low-skilled, low-wage workers under the TFWP for areas such as the Montreal region where the unemployment rate was 6% or higher.

The government also shortened the duration of TFWP work permits for low-wage jobs from two years to just one year.

On September 18, Minister Miller announced that prior restrictions on study permits and post-graduation work permits and open work permits for spouses were expected to take effect over the next three years.

  • A reduction of 300,000 student visas;
  • A cut by 175,000 of the number of open work permits available for spouses;
  • And another cut of 150,000 in available open work permits for spouses.

These changes include :-

  • Granting open work permits for spouses only for those who have finished programs in high-demand occupations, especially those with a college degree.
  • The following are the reforms being done on this policy: Apply language proficiency criteria to the spouses for granting an open work permit. Masters programs need to be at least 18 months for the granting of an open work permit to spouses of a masters student. Limiting open work permits for spouses will only apply for partners of Canadian citizens and permanent residents in high-demand professions.
  • Graduates who have a Bachelor’s, Master’s and or PhD degree from a designated program (DLI) still remain in a place to be issued a work permit for their spouses, irrespective of their field of study. Moreover, college graduates must have a CLB 5 to be a PGWP applicant. University graduates must have a CLB 7.


About the Immigration Levels Plan :-

The Immigration Levels Plan is the Government’s official document outlining its plan on the intake of immigrants. In addition, It determines annual targets for the coming year and the next two years as well. Targets for the ensuing year are firm while those for the next 2 years are projections and are subject to change.

Even as the numbers wanted of new permanent residents went down, the 2025 goals are still above their pre-pandemic level.


Rationale behind Changes :-

Miller framed the changes as a “middle-ground approach,” saying, “We have a managed immigration plan we can be proud of.”

Trudeau framed the changes as politicking, “We are focusing on winning the next election.
